Jawnt: Commonwealth’s New Qualified Transportation Benefits Program (QTBP) Vendor

jawnt

Executive summary

The Commonwealth is transitioning to a new vendor, Jawnt, which will manage the Commonwealth’s Qualified Transportation Benefits Program (QTBP), with benefits available for January 2027. Jawnt replaces Voya, the current provider.

Employees currently enrolled with Voya will need to re-enroll in Jawnt if they wish to continue making use of the benefit after December 2026.

The new process will significantly reduce QTBP processing for departments’ payroll teams. Configuration of the new vendor and of deduction processes is already underway with department payroll and HR/CMS teams.

Departments should be in contact with their own staff, including using this template to notify them of the key dates below.

Benefits through December 2026

Current participants will remain enrolled in the Voya plan through December. Existing deduction codes will remain in use for contributions in pay periods ending November 14 (transit) and November 28 (parking).

The current vendor, Voya, will process eligible expenses incurred before December 31 up until April 1 through reimbursement requests. Voya-issued cards will not work after December 31, 2026.

Benefits beginning January 2027

Please note: all timelines are approximate and subject to change.

Early November 2026: Departments will need to communicate the changes to all eligible employees within their own departments via their usual communications channels. The first communication, including FAQs, is included here for reference.

The Office of the Comptroller will provide an announcement on HR/CMS Employee Self-Service.

November 10, 2026: Employees will gain access to a new online portal to enroll in the benefit. The new portal will also allow them to manage their payments, change deductions, and update account information. Live customer service will also be available. Employees will receive additional information and instructions from Jawnt regarding the new Jawnt Card (debit), and how to manage their accounts.

December 3, 2026: Deadline to enroll for benefits for January 2027.

December 2026: Enrollees will receive the new Jawnt debit card. They will have only one monthly deduction, along with any applicable transit reimbursement payments.

December 20, 2026: Enrollees will be able to make purchases using the new Jawnt card.

Payroll Process Changes

Departments will no longer need to create and update general deductions in HR/CMS. Effective December 2026, the following bi-weekly processes are no longer required: Data Entering Deductions, Updating Deductions, or Ending Deductions. All deductions, fees and TransitMatch reimbursements will be provided through automated file transfer, similar to GIC deductions. Departments will not have the ability to change general deductions related to Qualified Transportation.

Beginning in December 2026, all deductions (Transit and Parking) will be processed in the same period instead of the current separate processing periods.
